I know it was a DC because I did like 5 propeller tortillas on him in a row and the last one he just stood there and tooks it....and then DC!

Whether or not it seems like a legit DC, it doesn't make a strong case for being an intentional dc.
Granted, I can assume and believe it's legit, but without having won one round yet, it doesn't really meet the guidelines you've set up for dc proof.
If you allow one to go up where no rounds have been won and the main evidence of dc'ing isn't the picture but the story behind it, then allow any and all dc'ing pics under any circumstances (as long as the story fits) to go up as "proof" of ragequitting...Of course this would be silly, but it's what is happening here.
The rules were put in place to help me distinguish a real DC from an iffy one. I get lots of pics that I'm sure are bona fide pulls, but the evidence of the picture doesn't add up in the picture, and unfortunately I cant post these kinds of pictures up. If there was a video of the match or I witnessed the match, I would have considerably more evidence to go one, and I guess that's why I posted his picture. But I need to hold myself to the same standard as I hold you guys, because everyone out there judges these pictures the same way I do when I get them in my inbox.

Very fair. Good call...You continue to handle the site well.
It's happened to all of us.To be having fun playing an online game, only to have it abruptly ended by a poor loser who would rather rage-quit on you than finish with some dignity. I set up this blog to expose those people, and probably get some laughs out of post-loss hate mail.I will be posting mostly from experience with Street Fighter 4 on the Playstation Network, but I will accept submissions from all games and platforms.
Rules
1. Pictures of offenders is required for proof. 2. Acceptable proof of poor losers can be disconnects, hatemail etc. 3. To qualify as a disconnecting, the loser must pull from the match at an unreasonable time such as right before taking a loss. Everyone gets randomly disconnected at one time or another, please take this into account.

The first image does not look like a rage quit.
You haven't even won a single round and the first one was decently close.
If anything I think this should be taken down... it very well could have been a legitimate dc.

Some people disconnect even in the first round, especially if they are beaten by a character who should be "mid-low tier" like El Fuerte.
