Most these quitters seem to be in the low-ish GP ranges, this can only be a good thing as by the time people reach late G2 and early G1, disconnection percentages of even 5 or more start to be really bad - getting to late G2 and G1 requires a huge amount of games, having 5%+ d/c rate after such a large number of games really is a sign of a true cheater. Before people start saying 'what about genuine disconnects' - if you have 5% you are not finishing 1 game in every 20 on average, if after thousands of games you still aren't finishing 1 game in 20 and you are blaming genuine disconnects you probably should be phoning your service provider, 1 in 20 games unfinished is for most people 1 game a gaming sessions at least, few people would accept this.
